This is where Islena (level 117) lives. To get to her, you need to make a Palace Key, which is broken into 6 parts. Go around and collect the 6 key parts from the Key Golems to enter the palace.
NOTE the entrance is a GATE, as such the Skeleton Key from the Donation Shop does not work here.
Once you get inside the palace gates, there will be 10 Ice lords you must kill. If you have any troubles as all, leave. If think you are of sufficient strength, you may challenge Islena and if you win you will get the title Sir or Lady depending on your gender and a ring to give to Ruby.
