To enter Exkordon, you need to buy a pass from the Barkeeper for 150g. Alternatively, you can try to sneak in. If caught the guards will give you five warning and then start to attack. If you're found to be doing anything illegal, you will have to buy a new pass from the Barkeeper plus pay any fees.

If decide to sneak in, or run past the city guards, they will start to attack after five warnings. After every guard you kill, a stronger one will come out.
